9:00 am: TDHCA 2018 Housing Tax Credit Application Webinar

In preparation for the 2018 Competitive Housing Tax Credit ("HTC") Application Cycle, the Multifamily Finance Division of the Texas Department of Housing and Community Affairs ("TDHCA") has scheduled an Application Webinar to be held on Thursday, Nov. 30, 2017. The webinar will begin at 9 a.m., Austin local time, and will be presented in three parts. The webinar will highlight changes for the 2018 cycle, including revisions to the Application and Multifamily Rules, and will provide opportunities for Applicants to pose questions for Multifamily Finance Division staff.

Draft Multifamily Application materials will be posted prior to the webinar at the following link: http://www.tdhca.state.tx.us/multifamily/apply-for-funds.htm.
The 2018 Qualified Allocation Plan ("QAP") and Subchapters A, B, C and G of the Uniform Multifamily Rules will be up for consideration before the TDHCA Governing Board on Thursday, Nov. 9, 2017. If the QAP and Rules are approved by the TDHCA board, they then will be reviewed by Governor of the State of Texas, Greg Abbott; the results of his review are due on Friday, Dec. 1, 2017. In the event Governor Abbott makes any changes to the QAP and/or Rules, the changes will be incorporated into the final multifamily application materials with those changes highlighted. Staff anticipates the QAP and Rules will be submitted to the Texas Register on Friday, Dec. 8, 2017, and will become effective 20 days after submission.

The Multifamily Finance Division of the Texas Department of Housing and Community Affairs ("TDHCA") will hold the first planning meeting for the 2019 Qualified Allocation Plan ("QAP") and Uniform Multifamily Rules on December 14, 2017. The meeting will be held after the TDHCA Governing Board Meeting concludes, at approximately 1:30 p.m., at the same location, the John H. Reagan Building, Room 140.
The agenda for this meeting will include discussing proposed topics for the 2019 QAP Roundtables, which will be held on a monthly basis. TDHCA staff will propose a list of topics and welcomes stakeholder input. Multifamily Finance staff also hope to discuss the possibility of adding new scoring criteria regarding proximity to employment areas to the 2019 QAP.
Meeting materials, including the Project Plan, will be posted to the Department's website http://www.tdhca.state.tx.us/multifamily/nofas-rules.htm prior to the meeting. A handout will also be distributed at the meeting.
